Peabody Announces New Positions in Legal and External Affairs Group

Peabody Energy today announced that Kelly F. Mader has joined the company as Vice President of State Government Affairs and Lars W. Scott has been named Director of Technology Development. Both will report to Executive Vice President of Legal and External Affairs Fredrick D. Palmer.

Mader will be responsible for directing and coordinating statewide legislative and executive liaison activities relating to coal production and coal utilization. He has more than 30 years of public policy, legislative and business experience and previously was General Manager for Government Affairs for Kennecott Energy Company. Mader was principal of a Denver-Based public policy consulting group for seven years and owned a real estate brokerage firm in Gillette, Wyo., for nearly 20 years. He served as a Wyoming State Senator from 1984 through 1991 and as a Wyoming State Representative from 1982 to 1984.

He served as Chairman for the Western Business Roundtable Energy Committee; Co-Chairman of the National Mining Association Energy Policy Task Force; and Private Sector Chairman of the American Legislative Exchange Council Task Force on Energy and the Environment. Mader studied business at Texas A&M University in College Station, Texas; Bob Jones University in Greenville, S.C.; and the American Institute in Jerusalem.

Scott will be responsible for leading Peabody and industry efforts to improve the environment by encouraging development and utilization of clean coal technologies. He previously was Director of Government Affairs. Scott joined Peabody in 1997 and has held roles in the business development, mining decision support, market development and generation development groups at Peabody.

Scott is a registered professional engineer and has a bachelor's degree and a master's degree in civil engineering from Kansas State University in Manhattan and an MBA in finance from Indiana University in Bloomington.
